Meet the Team
David Hendry, Regional Chief, USF St. Pete, USF Sarasota-Manatee
David Hendry currently serves as the Regional Chief of Police for the University of South Florida鈥檚 St. Petersburg campus. He brings more than 30 years of law enforcement leadership experience, including two years as Chief of Police at Tallahassee Community College and 28 year
s with the Tallahassee Police Department, where he retired at the rank of Major after serving in a wide range of operational and administrative roles.
Chief Hendry holds a Bachelor鈥檚 degree in Criminology and a Master鈥檚 degree in Executive
Management from Florida State University. He is a graduate of the 122nd Administrative
Officers Course at the Southern Police Institute, University of Louisville (2009).
His executive training also includes the Senior Executives in State and Local Government
Program (2007) and the Crisis Leadership in Higher Education Program (2015) at Harvard
University鈥檚 Kennedy School of Government. In 2023, he completed the 4th Cohort of
the National Command Course at the Federal Bureau of Investigation in Quantico, Virginia.
Paul Andrews, Operations Bureau Captain
Paul Andrews serves as Patrol Captain for the 最新天美传媒 Police Department, bringing more than three decades of experience in law enforcement, training, and leadership.
Before joining USFPD, Paul spent six years as Coordinator of Law Enforcement and Corrections Training at the Southeastern Public Safety Institute at St. Petersburg College. He previously served 27 years with the Pinellas Park Police Department, retiring at the rank of Lieutenant after holding various roles in operations, tactical response, investigations, training, and administration.
Paul holds Associate degrees in Criminal Justice and Crime Scene Technology from St. Petersburg College, a Bachelor鈥檚 degree in Criminal Justice from St. Leo University, and a Master鈥檚 degree in Criminal Justice Administration from the University of South Florida. He is also a graduate of the FBI National Academy (Session 241).
Keith Pippin, Operations Bureau Captain
Keith Pippin is a dedicated law enforcement leader with more than 20 years of service shaped by discipline, commitment, and integrity. A six-year U.S. Air Force veteran, he developed the core values of integrity, service, and excellence early in his career鈥攑rinciples that continue to guide his leadership today.
Following his military service, Keith spent 15 years with the Arapahoe County Sheriff鈥檚 Office in Colorado, where he gained extensive experience in patrol operations, investigations, tactical response, and supervisory leadership.
Today, Keith serves in a Command role with the 最新天美传媒 Police Department, where he oversees patrol, specialized units, the Field Training program, and high-priority operations. His leadership emphasizes accountability, operational readiness, and community trust鈥攅nsuring the safety and security of the USF community.
Keith鈥檚 expertise includes tactical operations, crisis response, SWAT and Tactical Response Team management, and advanced training design. Known for building high-performing teams, he blends operational effectiveness with mentorship to prepare officers for complex, high-risk situations.
Committed to developing future leaders, Keith continues to advance training programs, policies, and inter-agency collaborations that strengthen both officer readiness and community safety.
Bernard Seeley, Administrative Bureau Captain
Captain Bernard Seeley has led the Administrative Bureau at the University of South Florida Police Department (USFPD) since 2022. He has nearly 30 years of law enforcement experience and retired as Deputy Chief of the Temple Terrace Police Department after 28 years of service.
At USFPD, Captain Seeley oversees sworn officers and civilian staff who manage Professional Standards, Accreditation and Training, Information Technology (IT), and Communications. His duties also include Clery compliance and reporting, recruitment and hiring, community engagement through commendations and complaints, publication of the Annual Security Report (ASR), and records management. His leadership ensures the Bureau operates efficiently while supporting the department鈥檚 commitment to accountability, transparency, and accreditation.
Martin King, Special Operations Captain
Captain Marty King has served the 最新天美传媒 Police Department with distinction since 2000 and currently holds the rank of Captain. He serves as the Commanding Officer of the Special Operations Bureau, which encompasses Criminal Investigations, Crime Prevention, Special Events, the Marine Unit, Bicycle Unit, and Drone Unit.
Over the course of his career, Captain King has held a wide range of assignments, including Uniform Operations, Field Training, Criminal Investigations, Bike Team, Tactical Response Team, and service as a high-liability instructor. His leadership journey began with his promotion to Corporal in 2006, followed by Sergeant in 2007, where he supervised a patrol squad. In March 2014, he was promoted to Lieutenant, assuming command of the Patrol Bureau and overseeing all patrol and community service operations. In September 2021, he advanced to his current role as Special Operations Bureau Commander.
Captain King鈥檚 dedication to duty has been recognized through numerous awards, including the Meritorious Life Saving Award (2001) and the Outstanding Ambassador Award from the USF Criminology Department (2021), along with multiple commendations for his commitment to the safety and well-being of the USF community.
He is a graduate of the Executive Development Institute hosted by the International Association of Campus Law Enforcement Administrators (IACLEA) and the Leadership in Police Organizations program through the International Association of Chiefs of Police (IACP). Captain King also holds graduate certificates from both the University of South Florida and the University of Louisville.
Academically, Captain King earned a Master of Arts in Criminal Justice Administration and a Bachelor of Arts in Criminology, both from the 最新天美传媒. He is also a graduate of the Southern Police Institute鈥檚 141st Administrative Officers Course in Louisville, Kentucky.
Patrol
The 最新天美传媒 Police Department (USFPD) offers 24/7 police services to both the USF Tampa and USF St. Petersburg campuses. The Patrol Division is led by two Operations Captains and a Lieutenant who supervise rotating squads. Each squad includes a Sergeant, a Corporal, and a team of dedicated patrol officers.
Located in the heart of one of the nation鈥檚 fastest-growing metropolitan areas, USFPD serves both the campus and its surrounding communities. With around 50,000 students enrolled and more than 85,000 staff, guests, and visitors on campus daily, community policing at USF takes on a new meaning. Officers regularly patrol and respond to calls across a dynamic environment that includes academic buildings, residence halls, research centers, and public venues. The USF Tampa campus hosts the Moffitt Cancer Center, an elementary school, and the Yuengling Center鈥攈ighlighting the scope and responsibility of USFPD鈥檚 service.
USFPD鈥檚 community presence goes beyond the campus. Officers regularly coordinate with nearby agencies such as the Tampa Police Department, Hillsborough County Sheriff鈥檚 Office, Temple Terrace Police Department, and Pasco County Sheriff鈥檚 Office. On the west coast, at our St. Petersburg campus, located in the downtown area, we regularly collaborate with the St. Petersburg Police Department and Pinellas County Sheriff鈥檚 Office, among other local and community agencies.
No two days are the same. In a moment鈥檚 notice, officers are the first on the scene鈥攔eady and willing to serve their community in any capacity. USFPD patrol officers are highly trained, well-equipped, and prepared to respond to a wide range of incidents. Their vehicles serve as mobile command units鈥攑rofessionally outfitted to support immediate and effective responses.
Patrol Division members, like all sworn personnel, complete annual training in compliance with Florida Department of Law Enforcement (FDLE) requirements, accreditation standards, and internal directives鈥攅nsuring the highest level of preparedness and professionalism in serving the USF community.
Community Service Officers (CSO)
In response to the evolving demographics and needs of a modern university campus, Chief Daniel introduced the Community Service Officer (CSO) Program in 2020 to support a more adaptable and community-oriented policing model. Aimed at boosting operational efficiency, the CSO unit enables sworn police officers to focus on core public safety duties by taking on a variety of supportive responsibilities.
The unit is led by a Patrol Captain and Patrol Lieutenant and consists entirely of civilian staff鈥攎any of whom have extensive backgrounds as retired law enforcement or military personnel. These highly skilled individuals work independently or as part of a team, patrolling the campus and supporting major university events.
With three campuses and a new stadium under construction, the unit is expected to expand to address increased public safety needs, aligning with law enforcement recruitment efforts. Operationally, the CSO unit is led by two supervisors who oversee a split-squad model to ensure consistent campus coverage.

Criminal Investigative Section
The Criminal Investigative Section (CIS) is a specialized unit within the USF Police Department dedicated to conducting thorough and professional investigations into criminal activity impacting the university community. The section plays a vital role in supporting the department's mission of maintaining a safe and secure environment for students, faculty, staff, and visitors.
Personnel and Structure
The Criminal Investigative Section is comprised of a highly trained and experienced team, including:
- 1 Sergeant (Section Supervisor)
- 2 Detectives
- 1 Crime Analyst
- Each member of the section brings unique expertise to their role, working collaboratively to solve crimes, analyze trends, and support both proactive and reactive policing efforts.
Primary Responsibilities
- Conduct in-depth investigations into felony and misdemeanor crimes reported on or around university property
- Interview victims, witnesses, and suspects while collecting and preserving physical and digital evidence
- Coordinate with local, state, and federal law enforcement partners when necessary
- Monitor crime trends and emerging threats through data-driven analysis
- Prepare case files for prosecution and provide courtroom testimony when required
- Support campus safety through threat assessments, intelligence gathering, and community engagement
- Crime Analysis
The Crime Analyst plays a key role in identifying patterns, trends, and emerging concerns through the use of analytical tools and crime mapping software. This data-driven approach enhances investigative efficiency and supports department-wide decision-making.
Commitment to the Community
The Criminal Investigative Section is committed to ensuring justice, upholding the rights of all individuals, and maintaining transparency and professionalism in every investigation. The section works closely with other units within the USF Police Department to deliver a comprehensive and coordinated approach to campus safety.
Communications
The USF Emergency Communications Center is the core of the University Police Department, playing a crucial role in safeguarding our campus community and officers. Staffed around the clock, 365 days a year鈥攊ncluding during hurricanes鈥攐ur team is always prepared to respond.
Our center is a designated Primary Public Safety Answering Point (PSAP), meaning we directly receive all 911 calls originating from within our jurisdiction. In addition to emergency calls, we handle non-emergency calls, monitor campus fire and intrusion alarms, oversee Blue Light emergency phones, and assist with K-12 school lockdown notifications in our area.
The center is staffed by nine dedicated dispatchers and one communications supervisor. We maintain strong partnerships with several key agencies, including Tampa Fire Rescue (TFR), which responds to all serious medical emergencies on campus. We also coordinate closely with neighboring law enforcement agencies: the Hillsborough County Sheriff's Office, Temple Terrace Police Department, and Tampa Police Department.
In support of a comprehensive campus safety network, we regularly collaborate with various departments at USF, such as Emergency Management, Parking & Transportation Services, and Facilities & Maintenance.
Logistics
The 最新天美传媒 Police Department (USFPD) is a fully certified, accredited law enforcement agency. Under the leadership of Chief Daniel, the department upholds a strong commitment to excellence鈥攕erving the best interests of our campuses, community, and public safety. Guided by our mission to be community-minded and service-driven, USFPD has proudly earned three Excelsior awards and is currently in its fourth award cycle. Excellence demands commitment鈥攁nd commitment requires investment.
The Logistics Unit plays a critical support role by managing the purchasing and distribution of uniforms, vehicles, and police equipment. Managed by professional civilian staff, the unit also supports the university鈥檚 Physical Security and Emergency Management divisions. Reporting directly to the Chief of Police, Logistics ensures that all agency equipment is operationally ready and equipped with the latest tools and emerging technologies to uphold the safety, security, and order of our campuses.
To meet the needs of a dynamic university environment, USFPD maintains a fleet of professionally equipped vehicles to support elite-level service. These vehicles operate 24/7 and are ready to respond during high-demand events, including major campus activities and severe weather such as hurricanes or storms.

Support Staff
The foundation of every professional law enforcement agency relies on a strong, highly skilled civilian staff. At the 最新天美传媒 Police Department (USFPD), non-sworn personnel provide essential insight and operational support across nearly every division. From the Office of the Chief to the Administrative Bureau, Special Operations, the Criminal Investigative Section, and Public Information, civilians account for nearly one-third of the department鈥檚 workforce.
While the range of responsibilities varies, roles include Administrative Specialists, Information Technology support, Records Management, Training, Special Event Planning, Crime Analysis, Clery Compliance, and Event Management. Regardless of role, every civilian employee must pass a comprehensive background check and stay compliant annually with Criminal Justice Information Services (CJIS) standards.
To further streamline operations and adapt to the evolving landscape of higher education and public safety, USF has combined Emergency Management, the Key Shop, and Physical Security into the larger Public Safety division. This strategic move enhances coordination, response, and preparedness throughout the university community.
